Francis Rooney was the United States Ambassador to the Holy See from 2005 to 2008.

He is the CEO of Rooney Holdings. 

Francis and Kathleen Rooney  

In January 2011, the OU Board of Regents approved a recommendation to establish a College of International Studies in response to growing student demand. 

At that time, former President David L. Boren announced a gift from L. Francis and Kathleen Rooney to launch a campaign for the new College. In August 2018, the Rooney's visited the OUA residential learning center that bears their name.

David L. Boren (Former OU President from 1994 to 2018)

The dedication of the Kathleen and Francis Rooney Family Residential Learning Center at the Santa Chiara Monastery in Arezzo was a great experience! On behalf of the OU in Arezzo faculty and staff, as well as the thousands of students who have benefited from studying at OUA, we thank the Past President Boren and his wife.
